Bin Yaber provides driving courses for People of Determination (PoD) in Dubai, supporting the government’s initiative to make driving easier for individuals with special needs. With the support of Bin Yaber, PoD can now hold a valid driver’s license and have access to special parking licenses and designated parking spaces, ensuring convenience and accessibility throughout the city.
Eligibility Criteria
In the United Arab Emirates (UAE), the eligibility criteria for enrolling in a driving course for people with disabilities, referred to as “People of Determination” in the UAE, may include the following:
- At least 18 years old
- Medical clearance
- Documentation for the specific needs, such as recommendations from healthcare professionals or assessments from specialists
- Comply with all relevant regulations and requirements set forth by the UAE’s licensing authorities
- Aware of any legal considerations or exemptions that may apply to them regarding driving privileges, licensing requirements, or vehicle modifications in the UAE

Those with valid health cards must pay AED 250 for the assessment at the Rashid Hospital Physical, Medicine, and Rehabilitation Department; those without a card must obtain one. AED 360 is the cost of obtaining a new card from the hospital, and AED 260 is the cost of obtaining the assessment medical report.
Course Registration: Documents required for People of Determination
Original Emirates ID
The Original Emirates ID is required for all applicants as proof of identity and residency in the UAE when applying for a driving license.
Eye Test
Eye Test (from Bin Yaber Driving Institute (Head Office) or from any other RTA Authorized Optical Shop)
Existing License
If you hold a UAE or foreign driving license, it must be valid, and translation or attestation may be required
